Summary: Ensure events are sent during node init

Bugs Fixed:
LPP-8088 DHTML: many warnings from applyConstraintMethod()
LPP-8197 combobox background broken

Details:
     Don't optimize away calls to setAttribute when the target is still
     being inited.
