Did you kill and restart your tomcat server?  Just
undeploy/redeploying  too many times without resrarting tomcat will
eventually
run out of memory.

I have this in my bash init (.bash_profile)

export JAVA_OPTS="-Xmx500m"

That gets picked up by the Tomcat startup scripts, and give me 500 mB of heap.
