Summary: [DON'T CHECK IN] Make new charting look right in developer  
guide and reference.

New Features: Chapter on charting in developers guide. Working  
charting examples in reference.

Don't check this in! Just putting it in a changeset to capture it for  
posterity. It makes
the new charting stuff appear in the devguide and have live examples  
in the refguide.
