The way this would probably work best (hybrid app) is a OL/DHTML app  
that embeds one or more OL/SWF apps. This should be possible in one  
way or another with Legals.

Ideally, LZX would support this kind of app directly, so that one LZX  
app could be "hybridized" (pieces of it compiled into SWF for  
embedding into the piece compiled for DHTML), but that's not planned  
for 4.0. You'll have to work with multiple LZX apps initially.

There are browser bugs that prevent free-form overlaying of HTML on  
top of SWF. The only browser that handles it correctly, or near- 
correctly, is Internet Explorer. Other browsers have problems with  
interaction, rendering bleed-through, and more. Your best bet is to  
embed SWF inside HTML, though that doesn't cover all cases...
