	Summary: Rename function params and locals in Javascript
	translator, but NOT in script blocks (which create top-level
	definitions).
	
	Bugs Fixed:
	LPP-1637 'Argument scoping not working - local view name references  
are overriding arguments with the same name'

	Details:
	
	Reinstate 39848 but do not create any renamings when the
	function represents a script block.
	
	Tests:  Compiled demos/et/classes/dataman.lzx and observed
	script definitions are not renamed.  Ran demo/et/app.lzx in
	dhtml mode and got pictures.
